Considering

  • Article 11.2.1 of the 2020 Rotterdam Port By-Laws, which provides that it is prohibited for anyone to moor or unmoor a seagoing vessel;
  • Article 14.1 of the 2020 Rotterdam Port By-Laws, which includes the obligation to comply with the rules of the Port By-Laws;
  • Article 1.9 of the 2020 Rotterdam Port By-Laws, in conjunction with the Rotterdam Mandate, Power of Attorney and Authorisation Decree 2021, under which permits/exemptions may be granted by the Harbour Master in mandate, on behalf of the Municipal Executive.

Considering

  • Article 11.2.1 of the 2020 Schiedam Port By-Laws, which provides that it is prohibited for anyone to moor or unmoor a seagoing vessel;
  • Article 14.1 of the 2020 Schiedam Port By-Laws, which includes the obligation to comply with the rules of the Port By-Laws;
  • Article 1.9 of the 2020 Schiedam Port By-Laws, in conjunction with the 2012 Schiedam Mandate, Power of Attorney and Authorisation Decree, on the basis of which exemptions may be granted by the Harbour Master in mandate, on behalf of the Municipal Executive.

Considering

  • Article 11.2.1 of the 2019 Vlaardingen Port By-Laws, which provides that it is prohibited for anyone to moor or unmoor a seagoing vessel;
  • Article 14.1 of the 2019 Vlaardingen Port By-Laws, which includes the obligation to comply with the rules of the Port By-Laws;
  • Article 1.9 of the 2019 Vlaardingen Port By-Laws, in conjunction with the 2012 Schiedam Mandate, Power of Attorney and Authorisation Decree, on the basis of which exemptions may be granted by the Harbour Master in mandate, on behalf of the Municipal Executive.
Applicant meets the requirements set out in Art. 11.2.1, part 5) of the Port By-Laws
The applicant has a risk management plan which indicates the risk management measures concerning the mooring and unmooring of roll-on-roll-off vessels at the terminal.
Applicant has working instructions on how to safely moor and unmoor roll-on-roll-off vessels at the terminal.
The work instructions provide for direct communication between the vessel’s bridge and the supervisor on the quay during mooring and unmooring.
Employees who carry out mooring and unmooring work have sufficient professional competence through (internal) training, on the basis of which the safety of the employee, the vessel and the surroundings of the vessel is guaranteed.
In the month of January each year, the applicant shall submit to the Harbour Master a list of employees performing the activities referred to in the first paragraph of Article 11.2.1. of the Port Management By-Laws. This lists for each employee: name, date of birth, place of birth, date of employment and date of successful completion of internal training.
The applicant guarantees that sufficiently qualified employees will always be deployed.
